Yeah. There's probably hundreds of miles of "byways open to all traffic" on Salisbury Plain, and also other military tracks that have restricted access. Some tracks will get shut when they have army exercises, but you can find out when and where online. You have to look out for the red flags flying when they're shooting.
As long as you're sensible you can get way with going pretty much anywhere, but it's best to get an OS map and try to stick to the byways.
