Didn't know Honda made a XR650R in 1993 my friend ?, your a few models out on this forum we are just XR650R hence forum name
Anyway is there no key number on the lock barrel ? if yes you might get 1 from Honda or failing that change the complete lock...unscrew the rivets if you can I think they are headless so you might struggle.

Open the lock, get yourself a blank, then put it in and file whatever needs filing to make your own key.
Simple as pudding, never had a problem with this!

Getting a new ignition switch and keys for your bike is another option.

ignition key...dang it...that's why my bike won't start...

But when it starts.... you'll not know how fast you'll be going, as you won't have a speedo either
But in Liberia who cares, I'd presume there's desert, dunes & oil only

Unfortunately none of that in Liberia...only sand is on the beach, upcountry is rain forest and only oil is palm oil...
