Jet needle loose in the throttle valve?

Hello. Have a 2002 xr and rebuilding the carb for the first time.

Putting it back together, realized the jet needle just kind of sits there with a fair amount of play in the throttle valve.

Is this normal?

I think it floats on the needle seat...supposed to be like that...you wouldn't want it slightly out of line and wearing in the jet seat ?

I suspected as much - thanks!
