Not sure what that lip is for, kickstarter-related perhaps (holder/stopper for the spring?)?
Anyway, pop the seal out, and the welder may want to weld it partially submerged in water to prevent if from warping - but a good welder will know, leave it to him.
Oh, yeah, someone has to finish the welded part up by milling it into shape, a Dremel springs to mind here.

That's the bit that was bothering me: there's nothing they do that does not have a function, and a thing like this does cost a fair bit of effort/money to make/manufacture.
Further, I think it's not so much the case of 'not grabbing the crank' (as it runs on it there!) but more a shield to prevent too much oil being slung off the chain, some of it will 'get back' on it going up again.
