Just bought a pretty nice '02 650R and I think I got a pretty good deal. It has quite a few mods for off road use. Have never owned one and I hope it isn't too much bike. I'm a bit intimidated by the process of starting it. I looked at multiple you tube videos and they are all a bit different. I've had mixed results so far on the starting. One issue I've already noticed is the throttle seems to have a sticking point after you let off the gas to shift up. This makes for a jerky transition into the next gear. Any ideas on how to deal with this? Also, I like to take my kids on rides and need a second set of pegs. Not sure where to mount them and what kind to get.

Hello there and welcome.  cheers 

I got my first XR in November and very quickly realised this is a bike that I will absolutely love, but it's also a quirky, temperamental, characterful bike that takes a bit of getting to know. 

Each bike seems slightly different so the much talked about starting routine may need tweaking for your particular BRP. Mine needs 5 kicks through to prime, others only need two. Mine seems to like the throttle stop screw being adjusted to start it whilst others don't. If I get it right mine will start 1st time on full choke. If it doesn't then it will probably start 2nd kick on half choke. If it doesn't it's flooded. Once cleared it will then definitely start 3rd kick on no choke.  Frustrated 

You're going to have to experiment to see what works for your bike. It's a journey of sometimes frustrating, leg aching discovery doh  

The first thing I'd check for the sticking throttle would be the cable routing. Again I'd say that each bike may be slightly different. If I route mine as per the manual mine sticks. Mine has to run slightly higher up the frame  under the tank. 

Or it could just be a worn out cable?  shrug 

As far as the rear pegs go you can get after market pegs from XRs only or http://www.xr650r.co.uk, but the rear subframe is a weak point and isn't designed to be heavy load bearing.  Be careful! painful 

This is a great, friendly forum for getting good answers from people who know a thing or two about XRRs, and it really helped me learn quick. You'll need to experiment and get to know all the little quirks and peculiarities of your own bike.

Welcome, starting the bike is easy if she is running right and set-up correctly....mine very rarely doesn't start first kick from cold and same when hot.
Your cables need checking out for routing and also free movement, either of which could cause your sticking throttle, some basic mechanical attention will sort this along with some oil... Bananatool 
Rear pegs always seem to be wanted even though the bike isn't really capable of having them fitted or take a pillion. If you do a search you will see a few posts on pegs and rear sub frame weaknesses etc....most mount similar to these....
